# Enterprise AI control plane

**NR-003** · Operating model · v1.0.0 · Reference / illustrative

A conceptual control plane for governing a federated estate of assistants, agents and automations without forcing all execution through one platform.

## Architecture problem
Uncoordinated agent proliferation creates fragmented permissions, cost visibility, evaluation standards and lifecycle management.

## Apply when
- Multiple teams independently building agents across vendors
- Defining enterprise controls before autonomy expands
- Setting standards for agent ownership and measurable outcomes

## Not intended for
- Assuming one tool must host every agent
- Replacing native application authorization
- Reporting tool-call counts as realized business value

## Design rules
1. Execution remains federated; policy and evidence are consistently defined.
2. Every production agent has a named owner, purpose, scope and lifecycle state.
3. Identity and tool permissions must be enforced at execution time.
4. Evaluation and cost are observed per task and business outcome.
5. Registry does not imply central orchestration of all workloads.

## Trade-offs
- Central guardrails add operational overhead but enable consistent oversight.
- A shared telemetry schema may reduce platform-specific detail; retain native traces when needed.
- Cross-vendor policy portability is partial and requires adapters.

## Review questions
- Where is policy enforced versus merely declared?
- What constitutes a successful, correct business outcome?
- Can an agent be suspended or rolled back without breaking core processes?
- How is third-party tool access revoked?
